EFMP Provides Support for Special Needs
Family Members

Ten percent of active duty Soldiers have a family member with special educational and medical needs. One in eight have a family member registered with the Exceptional Family Member Program, which helps families acquire necessary services for their family member.

EFMP is very important for geo-dispersed recruiters, Sharon Swisher, EFMP Manager, U.S. Army Installation Management Command, told senior spouses at the Annual Leaders Training Conference Feb. 10 on Fort Knox.

EFMP helps families find housing, educational, medical and respite care in the communities in which they live, as well as personal and recreational services.

"We want to make sure your family is going to be taken care of from one duty station to the next," Swisher said. "We're not going to leave a Soldier or family behind; we want to ensure those support services are in place for them."

According to Swisher, EFMP used to be one of those programs military families chose not to use because there was a perception that enrollment in EFMP would hurt a Soldier's career. She said that is not the case and encourages every family who needs the service to enroll.

EFMP works in concert with other military and civilian agencies to provide a comprehensive, coordinated multi-agency approach for community support and whatever support families need.

Families can also apply for Special Needs Stabilization, which allows them to stay in the same location for four years if they meet the following criteria:

Eligibility Criteria:

  • EFMP Enrollment (Medical and/or Educational)
  • PCS Move Would Disrupt Access to Required Services/Care
  • EFM Requires Extensive Support - TRICARE/STATE/LOCAL Resources
  • Current Services/Care Difficult to Reacquire/Readily Replicate Elsewhere
  • Family has Multiple EFMs Receiving Support from Multiple Resources
  • Family under PCS Consideration recently received required services/access to resources after lengthy wait (i.e., MEDICAID)
