LTC David C. Eckley

Lieutenant Colonel Eckley is originally from Cottonwood, CA. A military intelligence officer, LTC Eckley was commissioned in the Regular Army from the United States Military Academy at West Point in 2000.

As a lieutenant and junior captain, LTC Eckley served in the 1st Calvary Division at Fort Hood, TX. Initially assigned as an armor battalion Assistant S-2 for 2-12 CAV, LTC Eckley deployed as the Assistant S-2 of 3-8 CAV for Operation Desert Spring in Kuwait. Subsequently assigned to the 312th Military Intelligence Battalion, LTC Eckley served as Ground Surveillance Radar Platoon Leader and Company Executive Officer for Charlie Company. In 2004, LTC Eckley deployed as the Assistant Brigade S-2 for the 1st Brigade Combat Team where he provided analysis and target development in support of combat operations in Eastern Baghdad, Iraq during Operation Iraqi Freedom.

 

As a senior captain, LTC Eckley served in the United States Army South at Fort Sam Houston, TX. While assigned as the G-2 Operations Chief, LTC Eckley deployed to Colombia as the Officer in Charge for a Communications-Electronics Research, Development, and Engineering Center team, testing new technology in the Colombian jungle. LTC Eckley later served as the All-Source Production Chief directing intelligence analysis of Latin America. Beginning in 2008, LTC Eckley served 16 months as the Headquarters and Headquarters Company Commander for the 314th Military Intelligence Battalion at the National Security Agency/Central Security Service Texas Cryptology Center.

Upon completion of graduate school in 2011, LTC Eckley served as the J2 for Joint Task Force Bravo at Soto Cano Air Base, Honduras where he directed intelligence analysis of Central America in support of counter transnational organized crime operations, humanitarian assistance/disaster relief, and the building of partner nation capacities. Appointed as an Interagency Fellow in 2012, LTC Eckley subsequently conducted strategic research, analysis and planning focused on North Africa and the Levant for the Office of the Director of National Intelligence in Washington, D.C.

 

In 2013, LTC Eckley was selected for assignment with the Defense Programs Support Activity, in Elkridge, MD where he served as the Executive Officer, the J3 and Acquisitions Branch Chief providing global support to various Department of Defense activities.  Most recently, LTC Eckley was assigned as a Military Advisor within the Office of the Undersecretary of Defense for Intelligence at the Pentagon.

LTC Eckley is a graduate of the Command & General Staff College, the Military Intelligence Captain Career Course, the Imagery Officer Course and the Military Intelligence Officer Basic Course. He holds a master’s degree in Geographic and Cartographic Science from George Mason University and is the author of “Evaluating Spatiotemporal Clustering of Traffic Accidents,” published in the academic journal Computers, Environment and Urban Systems and “Describing Conflict in Central America: Criminal Insurgency,” published with Small Wars Journal.

LTC Eckley’s awards include the Bronze Star Medal, the Defense Meritorious Service Medal (1OLC), the Meritorious Service Medal and the National Intelligence Exceptional Achievement Medal.
